Van Nuys Airport FAR Part 150 Noise Compatibility Program Steering Committee Meeting 11-8-00


Comments by Gerald Silver. At the last meeting, Maurice Laham of LAWA tried to rush the Steering Committee into approving ALL 28 Noise Compatibility Program measures from 1991. Most of these measures are OK, except for item 10:

"10) FLOOD BASIN OPERATIONS Analyze the feasibility of requiring the tour operator and all others, excluding emergency flights, to use the Flood Basin for arrivals or departures after 9:00 p.m., weather, traffic and tower workload permitting"

If this measure is approved it will have the effect of DIRECTING ALL SIGHTSEEING, TOURS AND OTHER HELICOPTERS SOUTH OVER THE BASIN AND THEN TO ENCINO, SHERMAN OAKS, STUDIO CITY AND THE CAHUENGA PASS.

This measure is extremely unfair to residents living south of Van Nuys Airport. It gives a preference to one route! Over your home.

We believe that THERE SHOULD BE NO PREFERRED ROUTE, ESPECIALLY TO THE SOUTH OVER THE FLOOD CONTROL BASIN. Instead helicopters should be encouraged to fly OVER INDUSTRIAL LAND, NOT RESIDENTIAL LAND.

If you agree, then it is important that you attend the next Part 150 Steering Committee meeting. If you fail to attend, and speak out against Item 10, then don't complain later when you find ALL helicopters flying south over your community south or southeast of VNY.

Please do not let the technical sounding agenda below mislead you. What is being proposed is a plan that will shift ALL helicopter operations from VNY south over your residence!

b) Review and discussion of comparative Baseline NEM (for 1999) without adjustments for the Fly Friendly Program; approval as comparative NEM only.

c) Review and approval of Forecast NEM (for 2004) with noise profile adjustments from the Fly Friendly Program incorporated into the INM runstream, and with NCP measures applied to the impact analysis.

d) Review and discussion of comparative Forecast NEM (for 2004) with adjustments for Fly Friendly Program and without NCP measures applied; approval as comparative NEM only.

e) Review and discussion of comparative Forecast NEM (for 2004) without adjustments for Fly Friendly Program and without NCP measures applied; approval as comparative NEM only.

* items (a) and (c) would be the formal NEM's that are submitted to the FAA in compliance with Part 150 requirements; the other contour maps will be provided for comparative reference only.

3) Discussion and approval, after public input, of Noise Compatibility Program (NCP).

a) Review of the 28 measures in the NCP adopted in 1992 with the intent to reaffirm or amend and reaffirm these measures.

b) Discussion and possible approval of additional measures for inclusion in the NCP;

c) Discussion and possible recommendation of additional measures to be considered outside the scope of the Part 150 Study,
