Council candidates to discuss Van Nuys airport expansion, noise And Ventura Blvd. Trunk line
The rapidly expanding Van Nuys Airport will be the topic of our General Meeting on Jan. 29th. Featured speakers will be the candidates running for the 11th Council District, now occupied by Councilman Marvin Braude. The meeting will give residents an opportunity to question the council candidates about airport expansion and noise issues. Candidates Georgia Mercer and Cindy Miscikowski have confirmed their attendance. Residents from all communities affected by the Van Nuys Airport are welcome to attend and discuss issues with the candidates.
VENTURA BL. TRUNK LINE PROJECT
A representative from the Dept. of Water and Power will speak on the replacement South Valley Water Trunk line that will go down Ventura Blvd. The DWP plans on constructing a replacement 54" line on Ventura Blvd. from Louise to Kester. Alternates routes, including Magnolia Blvd., will also be discussed. The construction on this project is scheduled to begin within the next year, and could mean huge traffic jams on Ventura Blvd.

PART 150 STEERING COMMITTEE MEETS IN FEBRUARY
The Van Nuys Airport Part 150 Steering Committee will meet again on February 18, 1997 at 7 PM at the Airtel in Van Nuys. Everyone affected by jet and helicopter noise should attend and speak. Not surprising, the Jan. 21st meeting was canceled abruptly. Was it to buy time so the airport could explore more ways to exclude State senators from the panel?
VAN NUYS AIRPORT REZONING AND POTENTIAL LENGTHENING OF RUNWAYS MUST BE STOPPED!
The LA Dept. of Airports (LADOA) has just released a Draft Master Plan for Van Nuys Airport (VNY), and a Draft Environmental Impact Report (DEIR). They propose rezoning property at the airport which could allow lengthening the runways. They seek to rezone the entire golf course from Agricultural (A-1-XL), and the agricultural land north of Roscoe Blvd. from Open Space (OS-1-XL) to Heavy Manufacturing (M2-1VL). The old Hart School would be re zoned to M2-1VL!
Rezoning means they could put underpasses under Roscoe and Van Owen and most importantly lengthen runways, if they choose. The rezoning is a plan by Mayor Riordan, and the Board to Airport Commissioners to expand Van Nuys Airport and bring in more noisy corporate jets and helicopters! Encino, Sherman Oaks and other areas near the airport are affected. Shades of LAX!
RIGHT TO BE HEARD WILL BE LOST!
Current zoning laws at Van Nuys Airport require that any project over 10,000 sq. ft. go before the Planning Dept. This allows several hearings for you to speak and to appeal. The rezoning request changes the threshold from 10,000 sq. ft. to 100,000 sq. ft. on the entire airport site! Huge projects could be built anywhere on the airport without a hearing or public comment. Attend the Planning Dept. Hearing which is scheduled for mid February. Call (213)580-5569 for details. The Van Nuys Airport must not be allowed to rezone property to M2, enabling lengthened runways. Residents must oppose airport rezoning or the possible lengthening of runways!
FAX NOISE LOG
A Noise Log report form is available from our Homeowners of Encino, PO Box 260205, Encino, CA 91426. Use this log to phone, fax, or mail in complaints to Van Nuys Airport. Van Nuys airport is planning a huge expansion that would increase jets by 54.2% and helicopters by 56.8%! We believe that Mayor Richard Riordan and his airport commissioner Dan Garcia are behind this expansion effort. It is essential that residents document their complaints. Copy the form, and distribute it to friends and neighbors. After you have made entries, fax it to the airport promptly, and fax or mail copies to elected officials.
FAA DENIES PETITION, RECONSIDERATION FILED WITH PRESIDENT BILL CLINTON
On October 31, 1996, David Hinson, FAA Administrator, denied a petition for reconsideration filed by Homeowners of Encino that would establish a 1000' minimum altitude for helicopters flying over congested areas. Homeowners of Encino's petition for reconsideration was filed after the FAA denied the original petition that would protect communities from low flying helicopters. The petition was denied in a ruling that lacked substance and depth, said Gerald A. Silver, President of Homeowners of Encino. Silver condemned the slow and inadequate response of the FAA to his petition. Homeowners of Encino has since filed a motion for reconsideration with President Bill Clinton on December 3, 1996. This reopens the issue and brings the matter before the President of the United States.
