The LA Dept. of Airports (LADOA) has just released a Draft Master Plan for Van Nuys Airport (VNY), and a Draft Environmental Impact Report (DEIR). They propose rezoning property at the airport which could allow lengthening the runways. They seek to rezone the entire golf course from Agricultural (A-1-XL), and the agricultural land north of Roscoe Boulevard. from Open Space (OS-1-XL) to Heavy Manufacturing (M2-1VL). The old Hart School would be re zoned to M2-1VL!
The LADOA has gone to the L.A. Planning Dept. and asked that three major parcels within the airport boundaries be substantially upzoned, from M1, Open Space and Agricultural designations to M2-1VL. This means they could put in underpasses and lengthen runways, if they so choose. The upzoning is part of the "behind the scenes" plan by the Mayor, and the Board to Airport Commissioners to expand Van Nuys Airport and bring in more noisy corporate jets and helicopters!
YOUR RIGHT TO BE HEARD WILL BE LOST!
The airport would take your right to speak away! Current zoning laws at Van Nuys Airport require that any project over 10,000 sq.
ft. go before the Planning Dept. This allows several hearings, for you to speak, and to appeal. The rezoning request changes the threshold from 10,000 sq. ft. to 100,000 sq. ft. on the entire airport site! Huge projects could be built anywhere on the air port without a hearing or public comment.
Attend the Planning Dept. Public Hearing which is scheduled for mid-January 1997. Call (213)580-5569 for details. The Van Nuys Airport must not be allowed to rezone property to M2, enabling lengthened runways. The LADOA should downzone acreage on Balboa from M2 to C2 (Commercial). Residents must demand reductions in zoning--and oppose airport rezoning or the possible lengthening of runways!
